What’s the most effective method for pest management during flowering? I’m not finding any pest but I’m seeing bite marks throughout my plants. I have dr zymes and nuke em. Or is neem oil ok to spray during flower?

You have a lot more options in veg than in flower. The Dr. Zymes will work, don't spray neem on plants in flower unless you like a nasty taste! If you find caterpillars, BT will work and not mess up the taste. I wouldn't worry too much about the occassional bite mark, hopefully they are transient pests, a couple bites and they move on.

I use Botanigard + Bt-k + Regalia weekly on new inflorescence.
Regalia makes a great surfactant, tank mixes with just about anything.
Botanigard will innoculate the new weekly growth against other pathogens, infect the crawlys.

Re-apply Bt-k after rain, it only lasts a few days in the sun anyway. Plan on applying all the way to harvest, not when you see caterpillars.
Also treat the grass around the plants with Bt-k, stem borers lay eggs in grass stems, migrate to nearby plants.
