Philipps 75W Agro Lights for vegging?

I bought 2 75w Philips agro lights for The Home Depot. Are these good for starting off and vegging seedling? I know there has been some issues with the bulbs torching the plant and soil due to poor ventilation. That aside are they good for vegging plants quickly?

I third that! I'd also like to add that when you shop for your CFLs that you look at the actual wattage and not the equivalent wattage. IE: 100 watt equivalent bulbs are really 23watts actual draw.
