Plant looks sick any suggestions?

So this is actually my first thread an post! So I am currently in a South American country and I have limited resources. I have decent soil and I am using 20-10-5 fertilizer, but it is not liquid. My plant (bagseed) by the way, has been under the lights for 15 days so far. I'm pretty sure it has nute burn, but the leaves are also turning a bit yellow, especially the older leaves. If you have any suggestions or tips on what could be the problem and a possible solution would be great. Oh, and rollitup is badass, I've probably spent over 30 hours reading and trying to figure out how to make my plants grow. I also do not have a fan, they're 70 bucks here so it's not worth it for me to buy one. I also have two 42 watt cfls and a 22 watt I believe. Sorry for the picture quality, its from a blackberry camera which isn't that good.

i would hold off on the fertilizer for now wait until it gets a couple more nodes. a fan really is essential if your keeping it indoor otherwise i would suggest opening the window because it need air circulation and the breeze will strengthen stem
 
Damn. Well I actually just feed it today. However, I didn't feed it nearly as much as I did the first time. Do you think a flush is necessary? and I will open the window during the day starting tomorrow to allow air circulation!
