Plant regrowing at the base?

So i have a random bag seed plant going. on day 31. nice big 13" tall bushy plant. my first full grow.

Ive had a few calcium issues which i finally got botanicare to take care of and started dosing.

Upon looking at the plant today i noticed that its shooting out new growth right at the base of the stalk by the dirt. it doesnt seem like a regular chute tho. Its like its a new vegging plant. Has the first set of single blades, then 3 leaf, then working on 5 leaf fan now.

Is this common on some plants? Is this a sign of problem? Plant is forcing its growth on those little new growths instead of the top?

attached one picture to show. Its coming right off the base. Just thought it was odd. ive thought about cutting it to make a clone since its in good shape. Any input is great!

can we see some pics of that monster? the branches are huge, is it outdoor?

I get these types of growth spurts coming at the base a lot. Mostly when I have clipped off lower branches or pinched off and they regrow again. Those areas aren't bad for clones if you need them.

I did think about cloning But im having MAD calcium deff issues. had really bad spotting going on. finally got some botanicare into it. gonna wait another week to flip lights now for some better growth.

Just a small indoor tent grow with CFLs only. big one is awesome for only 30days from seed so far. stayed low really long and now my other plants are forcing the lights up so this guys getting some upward growth now which is cool. nice fat stalk tho.
