Plants not growing, taking longer to dry, n toxicity?

Hey everyone. I have some seedlings that are burnt up it seems. The soil takes a long time to dry. It’s a mix from my local nursery. I’ve had veggies grow well in this stuff before. I applied some fertilizer after transplant not remembering that I had already fed them with some espoma garden tone a week or so before. They were growing steady until I fed them some bio live fertilizer. I believe I may be guilty of overwatering as well. The soil is getting quite dry, but I thought I should wait it out and let the plants wilt, which would tell me they are ready for water. They haven’t lost much weight, in. 3 gallons some are I believe 7 pounds. The soil seems to be very absorbant of water and I’m trying to figure out what to do. I’m hoping there’s enough perlite in it. I’m starting more seeds but this has had me stressed out for the week, trying to figure out what to do if it’s nitrogen toxicity which is what it seems to be. I don’t ph the water, since it’s organic soil with the leaves from an outdoor avocado tree and some other mulch on top. I hope someone could take a look at the plants and chime in.
