pollination question

My question is about seeds and how they develop. When pollen hits the female plant, does the seed only develop where the pollen comes in contact with the female plant or is it once the pollen hits any receptive spot on the female, does that trigger the rest of the plant to produce seeds?

I'm just wondering why some plants that have been pollinated sometimes have way more seeds on them than others.
