If I had to grow with cfls, then I'd use a couple above the plant and some 23 watts to focus light on the sides. The trouble about cfls is light penetration: if you focus only on the top of the plant, you will get a harvest, but the lower parts of the plant will be light starved and will likely die.
Another thing you might try is what I'm doing with my clones.
https://www.rollitup.org/general-marijuana-growing/373404-cloned-flowering-white-widows.html If you look at the middle clone, the one that's overgrowing the other two, you can see that I've tied it down in several places and have half-broken limbs to keep it growing low. This particular plant is under 5 cfls, but I think only light from 3 of the bulbs is close enough to do it any good.
Cfls are not prime growing lights, but with careful management you can get a very nice grow from them. I have not done so, but many people in these forums have documented fantastic grows with cfls.
