question about ballast

I decided to go to the hydro store and get my light setup their. I thought I read somewhere that if you get a s51 ballast then you have to use s51 lights. I think the store had s52 ballast and s51 lights. On the light box itself it said to use on ansi s51 ballast but the store doesnt have s51 ballast. They told me that I could use it on the ballast they had but I want to be sure before I drop 400 bucks on a light setup.

So my question is can you use a light made for a s51 ballast on a s52 ballast?
Hope this made sense because it kind of confused me when I typed it.

What is the most common ballast that people are using that stores will carry the bulbs for?
I am looking to get a 400watt switchable ballast.

I am completly baffled by lights there is such a large selection and I want to go the cheapest route with the best growth. So This is my last question ever about lights.
I am either looking at buying a

1) 400watt switchable ballast($290) with one 400 watt mh($100) and 1 400 watt hps($100) for roughly $490 bucks
2) Sunblaze T5-44 light fixture for $170 bucks here are the specs

If I go with the t-5 should i go with 2 6500k lamps and 2 3000k lamps to get the full spectrum?
