Question about Flowering

When do you consider flowering to start?
When you switch to 12/12, or when you start to see pistils???

Photo-period strains: Once you switch to 12/12
Autoflowers: Once you see the hairs/balls

This is just me and I don't speak for anyone else but I usually consider it to be flowering 10-14 after flipping from 18/6 to 12/12.
