questions about inline fans

I've been doing months of research on growing... but i read or find that much info on air systems. From what I learned this is the correct process:

fresh air pulled in>circulated by your oscillating fans> pulled out by inline fans to the outside of your home

Right???
My problem with this is the smell from my plants, once I start flowering. So I devised a plan. I want to push all the air out using a inline fan and filter. From various sources I was told I would need an 6 inch inline fan that can push 400 cfm, based on the size of my grow room. My problem is I just don't know what brand to purchase, but more on that problem later.

As of now I have no clue how to install something like this, yet alone know how it works. Do I:
hang the fan>connect the filter directly to the fan > then connect the exhaust duct to the outside of my home?????

Do these type of fan create alot of noise. If so is there I way I can muffle the noise level... something like the way the carbon filter muffles the weed odor??????

I'm in this for the long haul so I know that a crappy fan is not the way to go. Unfortunately I only have $200 to spend on the filter and fan. I'm very tempted to purchase this package on ebay: http://www.ebay.com/itm/6-CARBON-FILTER-INLINE-FAN-COMBO-Air-Blower-hydroponic-Odor-Control-Scrubber-/120841501011?_trksid=p5197.m7&_trkparms=algo=LVI&itu=UCI&otn=1&po=LVI&ps=63&clkid=6215069772801888638#ht_8459wt_1162 .......but i didn't receive any feedback.

I'm on the brink of finishing my room. I have invested alot of money so far and I really want to get my first grow started. Any feedback is very appreciated. Thanks in advance

For the money it would probably be good. I've used a couple different brands of filters, and there is definitely differences in construction quality, however they have all seemed to work. If you are looking into name brand filters, I've been recently using the Phatfilter brand. Good value at least in their larger sizes. I used to use Phresh brand before when I was just spending money like a maniac. Definitely great quality, but quite a bit more expensive.

I haven't priced them in a minute, but for cheaper fans I get the valueline brand, and like is said Phat brand filters. You can compare you price to whatever those 2 items are ala carte, and check the price. Those are the cheap brands I go to based on local availability.

Cheaper fans can be loud as fuck, but if you have them on a filter with duct, it always aleviated that problem for me.
