Questions for New Grow Room

Hi there,
I'm new here...and would like to arrange myself a grow room for my further plants
Please tell me in the first place..what lights should I use? I don't understand from the other posts...I'm from Europe, so you can imagine.

Can I use economical bulbs? Like these ones: http://www.green-the-world.net/images/energy_efficient_light_bulbs.jpg

or, should I use UV light bulbs, like this: http://upload.wikimedia.org/wikipedia/commons/e/e9/Black_light_bulb.jpg

or....do I need a BLACK UV bulb? like this: http://www.manufacturer.com/upload/product/6430145/UV+lamp,+Ultraviolet+Lamp_0_detail.jpg

Please tell me which is the best, and what watts....I don't care about the consumption.

You can use those economical bulbs but they are not so much use unless for a very small grow,

I'm in Europe as well, where about are you as I'm pretty sure you must be able to order the same stuff as those in other countries either on-line or in a grow shop.

Well...I only want for the plants to grow faster. I am only going to grow a few plants. 3 or 4
