Quick question about early bud formation

Im trying to find my camera so I can get a picture, but I thought I'd ask in the meantime hoping someone would know.

I have an 8 ft plant (ICE) female. She flowered in the early spring when I first put her outside. (only got to small single bud formation before she reverted back to veg state as the days grew longer in the summer).

Now she's begun flowering again, but shes growing buds without white hairs. Is this really abnormal?
Just individual buds at the nodes, just no hairs coming out of them. Any ideas why?

(They aren't male pollen ball formations, i know the difference.) I'll have pictures up as soon as I find my camera.

It sounds like a male (you say its a female so I take your word). I haven't seen a female without pistils before..so I will just wait for pics.

is it sativa, i noticed my sativas didnt rele kick out pistils in the very start of flowering. hell the peflowers didnt show pistils either, they were just calyxes
