Raft vs bubbler

I know the raft and bubbler are basically the same but whats the difference in say using a rubbermaid bin cuttin hole in the lid to cutting holes in styrofoam so it can float? someone please clarify thnx

a raft keeps an even hight betwen the water and the plant all the time a bubbler don't
