That depends where you live in BC and what the weather is like... if you live on vancouver island 3 minutes from the beach its going to be alot different than if you live up in a shack in the mountains outside of Nelson...

my plan is to grow 1 plant in my closet with only 1 2700k cfl.then put it outside and continue vegging, i thought since the 2700k are for flowering, if im not mistaken, would slow the growth rate? making it get not so big... and yes i live on vancouver island.. not close to the ocean.

You'll have big tall stretchy junky plants if you start now. You'll need to get some HID lights, or just wait till early spring and put them in pots, and cover them in a plastic mini-greenhouse until the ground and air temp are ready.

you dont have enough light to keep it alive for that long 1 cfl can only grow for a little while start im march if you do it right and get more light could have it a foot or more in april

1 CFL isn't gonna cut it after it gets a couple of nodes. It will work fine for a seedling, but not so much for a large plant. You don't want to keep a stunted plant going under ONE CFL. It will end up being all lanky and stretched and weak. CFL's don't penetrate like HID lighting so once your seedling gets to be a couple of nodes tall that CFL will not work. If you are set on using CFL's, use like 10 or so and you should be fine until spring.:weed:
