Regular seed plants not flowering, 14days after 12/12

Hello. I have several succesful grows under my belt, but cant really tell what is wrong this time. I started with 10 regular afgani seeds that were given as a freebie from a Herbie seed shop order. 6 turned out to be male and were chopped so was 1 female that was very weak. Initially i was thinking to move and had another grow finishing so did not bother much with these small plants. I flowered them after 10 days of veg to check for sex. Since they were pretty small to give a good yield i decided to re-veg them for a few weeks until 1,5ft tall. They are in 27lt total volume rectangular containers with about 17lt of nutrient solution. They are getting plenty of oxygen by 2x3600lt/hour pumps and the roots are big and white, one of them has actually filled the container with roots, and the plant has lots of branches. They really look like plants that can give 5-8 oz when finished. They have a 600w hps on top and 400w hps on the side and are sitting in a 1,2x1,2m tent, or 4 x4 ft if u prefer. They have been now for 14days in 12/12 light . There are no light leaks and i even tried giviing them 48 hours continuous darkness to get them to flower. I know that they are females since the were initially flowered for showing sex when small. Because of the reveging they had weird leaves what is known as single and three blade mutation , but now new growth comes with normal 5 blade leaves. Also new growth comes slightly pale despite that i ve been giving them some heavy nutes. PH is within 5.6-6.3 range. I tried last night to give them some first and last stage flowering stimulator to see if the hormones help them to start flowering. Should i chop off some of the older single and 3 blade leaves ? Would that help them to flower ? Need opinions please since its the first time i encounter something like this.

I would guess the re-vegging is your problem. Not really a good practice in my experience. So just be patient or maybe increase your dark period a bit more.

yeah its a worry when they drag their heels, if they dont start in 3-4 days try a few degree temp -/+ change for a day it should give them a slap to start the flower mode, i dont do hydro myself but find it works with soil...
