That's plenty. The root only needs to stick out 1/4" before planting, and even that isn't completely necessary since you can plant seeds with no roots sticking out at all and still have some grow. It may depend on your technique and how much root you need for it, but that can be planted in seed starter soil with the root covered in dirt, in a plastic cup with a piece of plastic wrap rubber-banded over it. Poke two finger-sized holes in the wrap for air and place under fluorescents. The plastic wrap will keep up the humidity until the root grows further and the plant stands up.

Always keep the amount of light that touches roots to an absolute minimum. Check sprouting seeds in dim light and quickly re-cover, keep the paper towel in the dark, etc.

Same thread in two places wasn't necessary.

I don't usually have any issues planting straight into a soil-less medium in an appropriately sized container. I don't feel that high humidity is necessary, and I've had seeds rot from being under a dome or in a covered plastic cup. As long as the medium itself is kept sufficiently moist, and in a warm place, there shouldn't be any issues keeping it uncovered. I routinely start seeds uncovered in 50-60% RH with 90%+ germination rate.

I know it's hard because people are so eager to be able to know the second the seed pops its tap-root so they can count on it actually growing, but if you just leave it undisturbed and wait a few days starting straight into the medium is your best bet IMO.

You must be joking, if not I am sorry, really... but have you ever noticed many plants with roots growing up above the soil?

So, down is the answer to your question. If you plant it up it would probably re-orient itself, but it really should be down in the soil from the get go.
