seedling or vegging

hello everyone this is where I'm at its 4 weeks old had really bad problems at the begin overwatering and heat problems and all sorts so I know its small for its age and what not but the last week or so there as been a massive improvement just wondering if this is now in vegging stage or still in seedling stage and I'm planning on doing this in a scrog when would everyone recommend I should top this many thanks i know it looks dry ive just feed it now been a little rushed off my feet today

You're in coco and it looks dry.........and your plants look hungry.
It looks like you've been treating your coco like soil.
Coco should be fed daily to run off with a pH around 6.0.
Never use plain water.
Never let it get dry.

I do feed everyday with a e.c of 0.6 struggling with the run off bit coz got massive pot atm and its not big enough plant for it
