Seedlings going nowhere...

My seedlings germinated 2 weeks ago, but have made very little progress since then. They appear to have been stunted by something, but I am not sure what. I am growing UK Cheese from seed in Growdan rockwool under T5 2 foot 4 tube flourescents for 24 hrs a day. I give them nothing but 1-1.5 oz distilled spring water once a day. Please help! Thanks

keep the lights 4-6 cm away from the plants. Do not feed any nutrients. only used sterile water like you are doing so. do not water everyday... let it be somewhat dry for a whole day before watering again. also if possible try puting it on a 18on/4off light cycle and ensure the air in being changed in the growing area through fans if in a enclosed space.
