Selling clones in New York

Does anyone know the actual legality behind a random person selling clones in New York State? I occasionally see some listed on Facebook marketplace and various other platforms and am curious to the legality of it?
being that they aren’t in a flowering state I feel like maybe it would be classified as hemp and may be legal but I really have no idea…. Nor am I good at reading through and understanding 100’s of pages of legislation.
