Will that be tall enough for a veg tent?

Or should I get the 4 tube set up and a bigger tent for vegging?

How many plants in 3 gallon smart bags can I fit in there comfortably enough to hand water?

The bigger the better for both, generally the veg area can be 1/4 the size of flower.
