silence my ballast

i have an apollo400 and im only running 50 percent cause i only have 2 plants. now the fan has so much air flowing through it that it is kinda noisey. there is no hum or anything just a the sound of air. now is there a way to silence this efficiently and safely? and ideas help me out! everything is greatly appreciated
