Slow Grow?

This is my first grow and it's gone okay so far but I'm worried because the growth has slowed down. There are little black flies everywhere and I'm using FoxFarm Don't Bug Me and it kills them but they keep coming back. I need advise on how to get these plants back in shape. I have never pruned them and I let the dead leaves fall off naturally because I read that if you don't know how to prune correctly, you might as well not do it at all because if you do it wrong, it will kill your plants. I am 11 weeks in and here's what I've been doing:

- 150 Watt Cfl on each plant

- FoxFarm Grow Big, Big Bloom, and Tiger Bloom given according to http://www.foxfarmfertilizer.com/soilfeed.pdf

- 5 Gallon pots

- Expert potting soil from Wal-Mart

- seeds from nirvana shop: white F1 hybrid (Snow White)

They gone stretchy cos they need more light, a 150W CFL would be alright for vegging a plant, or keeping a mother going, but I don't think it would provide enough light for budding. They don't penetrate the leaves very well. There's not a lot you can do to prune them back now as far as I can see.

Keep the CFL's for starting your next grow cos they'll be perfect for the first 4-6 weeks and invest in a HPS for flowering - at least 400w.

the black flies r prob fungus gnats
the larvae feed off the roots
thats y they keep comin back

Those black flies are probably Gnats.
You have to add a bacillus to your soil to kill the larvae.
Or they'll just keep laying eggs.

If that doesn't work, you can try using a sulfur burner.
But that will make your whole house smell like rotten eggs.
