@jeffrey r did you soak your rockwool in water ph'd to 5.5? You should have started in a rockwool plug like this
or like this (the pac-man style is more for clones)
These go into the hole of the bigger rockwool cubes like this
When you see roots at the bottom of the rockwool cube you can put it in your dwc bucket. Fill the bottom of the net pot with grow stones(about an inch or two). Then add water to the 5 gallon bucket till it comes just to the top of the stones. Now you can set your cube on top of the stones and it will wick water up from the stones. As the plant gets bigger you fill the net pot with more grow stones around the rockwool cube.
You should try to keep temps in the mid 70's, I target 77 degress. I would definitely put it under the cfl for now, like everyone else has said, you're wasting light and money using that 400 right now(even @ 50%) Keep the cfl at around 4 inches while the plant is still white like that and move it closer as soon as you see the first set of true leaves. Try to keep it at about 2 inches away after that
@wiethe20 is right as well, it sounds like you need to do a lot of reading. I would read all the stickies and google similar grows, follow members grow journals(dwc grows of course) Also, youtube is your friend
Good luck and happy growing
