The CFLs were within 6 inches of the taller plant, but I recently moved the plants to a location outside of my house to get more sunlight.
I was planning on transplanting the plants into a bigger container once they hit 5 weeks, and i am watering daily.
well i have moved the plants outside it is starting to get nice and sunny here down in southern cali :]

May I suggest a DVD or some basic growing material that'll help you understand the mechanics of growing? The basics of watering and light positioning are two of the most critical elements in growing. Research em!
Okay I will let the soil dry out more between waterings, I thought the soil should always be damp :/Let the soil almost dry out between waterings, you want it hungry but not starving. Water too much, they get lazy and die.
It's very stunted for 4 weeks, it should look much much stronger
