stunted growth and brown tips

plant is about 2 n half months old..i had 3 but other 2 showed early signs of male..its winter here in australia,colder months so had this plant under two "3 feet daylight" fluoro tubes..the growth has stunted and tips are brown and also a little brown spot appearing now in the leaf as should see in close up pic..a few weeks ago i got some fert pellets and i think i over did it cause of more n more brown and yellow marks coming on the leafs, so i timmed off the bad leaves then flushed but then i think had root rot because wasnt draining,so then i transplanted into bigger pot with more holes at bottom and some small pebble rocks at bottom..and sprinkled some fine blood n bone meal and lightly raked it in 5 days ago..dont know whether its stress,not enough nutes or nute burn or what..can anyone help..this my last one and it looks like could be alot better chance its a femaleIMG_0494.jpgIMG_0495.jpg i also swapped one of the daylight globes to a power glo to mix it up, to try help
 
Looks like it tried to flower and hermied. She also looks like she is def in nutes, and you may be overwatering. that soil looks really wet. if the soil it too wet you can cause root rot, locking out nutes and stressing the plant up to and including hermie and death. scrap this grow and start over.
 
yea i dont know why it would of tried to flower early..but there no signs of lil balls like the other ones which i got rid of straight away so wouldnt of pollinated.loow to know when its ready to oks like alot better chance female than the other 2 u could clearly see sacs forming earlier on..so dont want give up yet..any ideas about the stunted growth,should try move the lights bit higher so can stretch it up a bit in veg,so more room for the buds,how to know when ready to flower and is there a certain time limit in length of time can veg for
