How does one go about contacting local growers so as to learn such things as soil quality, the frequency of patrols and such? I'm relatively new to my area and would rather not have the five-oh on my behind or someone trying to you-know-what me in the you-know-where.

lol, you really think there is a local club that reports the 5-0 frequencies. Just pay attention to your surroundings for a bit and use some common sense.
