Too many bud sites?

It's my first grow! YAY!
I have tonnes of bud sites on my plants (growing outdoors in southern Ontario).
My light levels outdoors aren't great so my plants aren't that large or terribly healthy (~4ft tall, ~3ft diameter, kind of leggy)

I had been topping my plants along the way to spread them out but now I have tonnes of buds sites coming in.
Both at the ends of stems. But also in the nodes. (attached images, they were inside just for the pictures).

Since my plants aren't super strong I would think I would want to limit the number of bud sites (maybe I have 20 / plant now).
But this is already early flowering sooo I'm not sure what to do.

I have no idea what to do. Chop off some bud sites to let the plant focus?

In my unprofessional opinion nothing. That doesn’t even look like a lot of sites let alone too many. Take a look at some grow diaries and I think you will find plenty of examples of grows with far more bud sites. Conventional wisdom is you can cut off lower ones that won’t develop anyway to focus growth on the sites closer to the light. I can’t see just cutting them off because you think there are too many.

Not trying to sound negative, but you are right, there is some health issues going on there.
Looks like they are hungry, at least for N, but I'm pretty new and grow in hydro, so hopefully someone more experienced will chime in.
