I have a 2 week plant about 4 inches tall growing in the ground outdoors. I need to move it to a different location in the soil which is also outdoors. What would be the best procedure to use with out stressing out the young plant?

Water it really good, get some good potting soil and dig a hole for it, then dig around it good and move it, put the potting soil around it and water, do it either early in the morning or in the evening. it will be fine.

If you are very dedicated, dig a hole NEXT to the plant for a deep as possible "undercut" to get a clean cut UNDER the plant. Mainly the roots of outdoor plants seek straight down into the soil. Good luck with the careful digging. I dig it. :)
