Transplanting while budding

I realized very late that I planted my babies in too small pots (8"). One of the plants looks like it might do better if I transplanted it into a bigger pot. She's root bound and her soil dries out too quick.

She's half way through bud, tho'. Can I transplant her at this stage? Should I transplant her? Would she be better off if I just leave her alone?

definitely transplant. it would cause more damage to leave it root bound and starving
