trying to get it right

Ok so i have some ? i want to try keeping my PLANT inside under cfls but not too sure on bulbs that r efficient and that do not cost to much to run for the 18/6. i am using ocean forest soil with age old grow and age old kelp. the grow is a 12-6-6 and the kelp is 0.30-0.25-0.15 no other nutes being used. I now have the bottom leaves dying on me and one other leaf on top that looks burnt, i will try to post some pics soon i am jsut seeking any and all advice to get my babie back looking good. please help pepsView attachment 1034135View attachment 1034136

so above is a couple pics i recently took with the brand new bulbs (2) i think that this might help out but i am in the process of getting a cabinet of some sort to grow in.
