Underdeveloped?

Im starting to think my plants are highly underdeveloped. They each have a couple of nodes and theyre like 1-2 feet high and its been about 6 weeks, maybe 5. Is this because theyre outdoors? They look healthy just not far enough along as they should be. Any solutions? Ive tried using some fertilizer compost and potting soil but thats about it.

Obviously not getting enough light. Yeah, it should be well established, like lots of leaves, some branching by now, if it had enough light. I'd stick a shovel deep into the ground around the plant and pull back slightly, just enough to move/loosen the plant, then water it according to how dry it's been/hot it is. Add a balanced (all-purpose) fert, 1/2 strength per directions, with next watering. Can't hurt, might help?
