Unidentified Bug Larvae

So I'm 4 weeks into an indoor soil grow thats somewhat of a hydroponic-soil hybrid concept I made up. I have a constant drip watering system that drips out of the bottom of the pots into a water trough, then is sucked up and filtered and then pumped back into the water reservoir. I'm not using regular pots; I'm using a special fabric pot that is supposed to be better for root growth and drainage. This morning I noticed little white bug larvae floating in the water trough and so I thoroughly cleaned the trough and the reservoir with bleach. I was going to set up the whole system again and then I noticed that the little white specks on the outside of the cloth pot (that I thought were root tips) were actually all tiny bug larvae.

A) How can I identify what bugs I have before they actually turn into adults and attack the plant?

B) How to I cure this?

C) If I got a basic garden vegetable/fruit pest spray and sprayed down the entire pot and plant, would I be safe?

D) Is there any safe pesticides to put into the water I'm feeding the plant?

Fungus gnats from constantly wet soil. Let it dry out and buy some mosquito dunks. I don't reccommend a drip system for a soil grow, IMO
