I would put both 400w'ers in the production room and go with some cheap cool white flouresants on the veg. If you were to spend more money and relied on clones I'd for sure get myself a 400w mercury vapor for the moms for extending the stems for cloning. A MV is a like a MH but it's frosted. We use MH when we don't have enough HPS's. A MH is like a cheap bulb than can be screwed in, in an emergency.
Mercury Vapor will produce plants about 1/3 the size as MH will. Mercury Vapor is SHIT for growing!
