Assuming you can top/lst your way to a low, uniform canopy with a predictable height, I'm thinking I can really consolidate space if I separate bloom/veg into a 2-level structure. Imagine a work table 3 adult plants-wide and 66" long (the length of the lights I use and base designs around) (the table is a reference to a single "unit," the room could have as many work tables as your available space and amps can supply). I'd run enough of the 66" lights to support a good yield (9 if they run perpendicular to the 66" side, covering the whole table; and roughly 1/3 as many lights to support veg).
Here's the space efficiency: you use the floor-level of your table for veg and have adequate lighting mounted to support veg just for that floor-level of the structure. Unlike some vertical grows (not true vertical, but technically vertical because they use different shelf heights), you wouldn't need a step ladder or anything. Assuming you tie down your plants in veg (I prefer cork-hooks), you could sit veg plants on trays and just reach down and slide them out to water/trim/adjust lst like you were taking them out of the oven. The top level could have overhang on the sides, and maybe a curtain on the first level, to ensure veg/bloom light schedules are kept separate.
If the only major issues are slightly different desired humidity levels, I'd consider setting up my next tent (preferably basement, no tent) with 2 levels: 1 veg (bottom), 1 flower (top). Does an experienced grower out there see any major problems/obstacles to doing it this way?
