Vegging with cfl's?

I am building a veg chamber that is 2x3 and 2 feet tall.I have purchased 4x26w 6500k.I just plan on growing cuttings until they reach 1ft then I will move them under a 400w hps to flower.I would like to line the whole bottom with clones just because I want to maximize space.Will this be enough cfl's?Should I just go with the T5?Or should I buy 2 more 26w so that I have 1 per sq ft or 26w.

Should be plenty of light for up to 1 foot. Go atleast 1 bulb per clone with one of those cone reflectors on them though.
for more vigorous grow try to suround the clone with light. maybe try a Y spliter and 2 bulbs per plant.
