Depending on your space and temps in the garage.Run your lights leave them on for a hour or so and check the temps if it reaches or passes 86 then yeah you need to vent.

Nope.
I wouldnt vent the lights, unless their housing gets really hot for some reason, but if youve got em running a cool garage (60-70f) then they should be fine.
If you're gonna enclose the plants (which would multiply your reflectivity) youll need to keep the lights cool, but even then just an Osci fan will do.
