MY 8 plants are almost 3 weeks old from when the seeds went in the ground. The tallest one is MAYBE 5 inches tall but the smallest one is barely pushing 3 inches. The lower leaves are VERY yellow on all the plants and they haven't really grown that much in the past week.

They are in 6 inch pots in 18/6 under a 400w HPS. A fan is always blowing on them. I have been watering them with distilled tap water and they are growing in a soiless mix of peat moss and perlite. I think i might have been overwatering them for the first week and a half so i figured that might have hurt them a little but they STILL look as described b4 even after fixing that problem. Also i had been giving them small amounts of big bloom and this morning i gave them a fairly high dose (accidentally) of big bloom and grow big. There are not signs of nute burn but it looks like they are lacking nutes. I have given as much info as i can think of so PLEASE HELP!!!!!!!!!!!!!!!!!!!!!

p.s. it feels like its getting pretty hot so iam going to start giving it Co2 today or tmrw.

Well it sounds like they needed the nutes, but you identified the problem and fixed it already. So just be patient now.
Peace

Just wait until they actually need the next watering, than if you desire, give em nutes at that watering.

It's very common for the lower leaves to turn yellow and die. Plants are like people, in the sense they come in different sizes, are stronger or weaker, there is no guarantee that you'll get the same results from every seed.
Finally, your light might be the problem. Vegging is typically done under floro or MH lights, HPS is better for flowering.
