First thing I would do is take a hose and gently rinse the hell out of that plant, particularly the underside of the leaves knock off as many as you can ..the next thing I would do is look up mites on common cannabis sites like ilgm.com or growweedeasy.com and study proper identification and treatment methods

Neem oil doesn't really kill bugs directly.. it controls their reproduction and makes the plant taste bad to them so it's best used as a preventative but it did get rid of the Thrips I had after a few days. You could look into insecticidal soaps aka Potassium Salts of Fatty Acids for something that works faster but I'm not sure if you can use it during flower.

I'm a fan of using home made pepper spray. Usually habaneros. Plants don't seem to mind it and it kills bugs. Repeat every couple of days, so the newly hatched ones get toasted too. It works.

Caution - Don't get any in your eyes, face etc and definitely don't get any on your hands, because sooner or later you'll have to take a piss.

I have been having problems with white flies. If you are outdoors you need to treat the whole yard.

Start by blasting all the plants down in the yard with the water hose in the heat of the day, several times, for several days, especially hot days! This works fairly good if the weather is hot.

If you plants are movable, get them away from the shade or other plants.

Try your hand at the " concentrated safer soaps" and "concentrated neem oils" or "concentrated herbal soaps" You can only spray at night and only like three days max a week before the leaves will burn. Sometimes these work for me, sometimes not.

If those don't work you will need to try a real pesticide dust at maybe 1%. You can only administer during non flowering stages and only like a hand full of times. You will need to do proper clean up after its use so you do not contaminate the plant later in flower.

I wonder if you can fumigate with bear spray...
