I want to seal a quarter of the room off for vegging, the problem is I don't know what I can use.

It would have to be light proof obviously
area will be 5x5x10 tall

I'd change out the tape for the 1.5" velcro with tape on the back of both sides. It'll stick into place, then you can use staples to make it permanent. I buy this velcro (it is extremely strong and durable) for $10 at Home Depot for a 15' roll.

This way, you can open and close the area with ease while still keeping it light-proof.

tarp zippers are much cheaper and work much better than shotty velcro

a tent perhaps? I'm thinking on the size you need is about $200 .... after all, you are growing weed, and the investment would more than pay for itself

I have a tent already and its too small for 1 light, I'm trying to make a giant bushy plant (1) under 2 400W lights but my tent wont let me hang them both up.

With taping up a 1/4 of the room I can close off the part with the window a/c and I dont have to run vents everywhere either just one connected to both lights & ac

If your gonna do a job, do it properly. Panda film and tape will do it but if you push it, fall on it.... down it comes. A few lengths of 3x2 timber, knock up a simple frame with and plasterboard it. Foil tape all the joints and you have a light proof wall you can actually use, hang equipment off and it won't fall down. An 8 x 4 wall will cost no more than than £15 and a bit of your time and energy. You will regret a cheap arse job in the long run.
