What do I do for Stopped Growth?

i am using 6 100 watt blue cfl bulbs and 4 red 100 cfl bulbs and 2 170 watt bulbs and 3 75 watt plant bulbs and 3 fans and a 200 gallon water pump with mircaid acid plant lovers nutes and i am using a three tier system witch is rocks on the bottom and then top soil then potting soil . ?

High or low temps slow growth substantially, thats the first thing that comes to mind, but it could be any number of things. You need to post some pics, they tell the rest of the story!
