What is the penalty in the states if your plants are still in veg?

If your plants have no buds on them, but a person got caught, does anyone know how they prosecute that?

im in UK - would get done here for setting up with intent to supply or grow drugs- they would take the lot- all your actually allowed to do is sit there and look at your seeds in there packet lol- apparantly your allowed to do that

fer sure sherryberry! i am too so i could dig it. yea in every state its different tho, cali u can b legal and if ur not, theres not a big penalty. BUt in nevada or AZ. ur fucked.
