What is this bubble/goo looking thing?

I have a lot of these on my plant. I'm in the flowering stage, so i'm assuming it's bud. My friend tells me its not though. So does anyone have any idea what it is?

That happens as the plant prepares itself for flowering to help strengthen the stems
It is nothing bad as far as I can see

Could you please describe what "these" you are talking about? cuz there are alot of "these" on the plant to look at, leaves, stems, pitoles, nodes and on............
