What is wrong with these ladies

I have a buddy tells me that a few plants were looking weird, and asked if I can take a look at them to see if I can diagnose the problem. I have been pretty successful helping him with rookie questions so I thought I could for sure at least tell him what could be going wrong.
He tells me he got some kind of leaf miner earlier on and went buck wild with the old school soap neem oil spray. He said it worked so I took out the trusty jewelers loop and after checking multiple plants and leafs to my suprise I didn’t see any bugs. He told me his basis nute run down everything seemed on the up and up.Only some of the plants look like this almost like everything is wrong looks like they are trying to bud in some spots or some kind of lock out,ph problem, I don’t know? Here are some pictures you guys got answers?483D3FBD-990B-4FE1-8C4A-C54FAF17D432.jpeg325FB63B-FD91-42F0-BBAF-2DCD7E8B7867.jpeg 9ABFAF84-A7FC-46EC-8732-DE305300BBAF.jpegE41B12AA-C2C0-438D-890F-C450A8C6C957.jpeg

Either the spray roasted some foliage, or he's got a lockout going on. Some leaves are super green and some are yellow, but I see burnt tips.

Wow that’s horrible. Idk how to even make a plant look that fucked up. If i were given the plants in that condition, I wouldn’t be sure what the issue was but I’d repot them into something tried and true and drop the liquid nutes for a few weeks. Stop the fancy bullshit that gets so many people into issues. Put it in some Promix blended with ocean forest with added dolomite lime and perlite. Let it do it’s thing for a few weeks.

Are these plants in flower or just put into flower? Still in veg? I'm assuming early flower. Was going to say if it was still in veg to top it and get rid of that fried fucked up growth up top, also give it a flush and check runoff if you can get on top of a 5 gal bucket, might be hard with the scrog net though.

I doubt the neem would do that. It must be a nute problem.
Actually too strong a mixture of neem or soap will do that. I learned the hard way years ago.

New unaffected growth should emerge but the plants have been set back a couple weeks from being put into flower.

Regardless, those plants are messed up.

I would think a spray, whatever it was / is, would affect the plant as a whole, not just the top / newer growth. Can you elaborate on your feed, pH, feed / water schedule, etc? If I had only one guess, I'd say it's a definite lock out, most likely caused by pH or grossly out of line nutrients.
