hi I was wondering what kind of quality of buds a plant with 170 watts of cfls surrounding the plant and 55 watts at the top can make. thanks
what kind of quality can i expect with my cfl grow?

If you grow it to it's potential (even in that lower light environment), it will be as good as the strain allows.
Potency has little/nothing to do with CFL or HID or LED (spectrum is MUCH more important), however the plant will need to be healthy and tended to well to achieve the maximum potency no matter what you grow it under.
Peace~! (I love reading when cops say they busted a guy who had 'hydroponic' weed.. that is ignorant speak for trying to scare people that he had some super weed based on some kind of magic growing medium.. heh.)
