What to do??

Glad to be back for another year of entertainment!! So I planted some germinated seeds a while back and they came up quick. Then it got cold and rainy and dark for a bit. Well the plant if only 5" tall and its starting to bud. Was thinkin of chopping the top off and see what happens to the 2 sets of leaves. Would the plant continue to bud?

Maybe but why?

Was maybe hopin that if I took the top off the rest of the plant would not start to bud.
