White Floating Mucus in Res

Hey guys, I just put a seedling in my hydro system a week or two ago. I added some PH stabilized water to the res today and when I poured it in I saw what appeared to look like disintegrated toilet paper floating around. I popped open the lid on the tub where the plant is and I see what looks like white floating mucus with air bubbles clinging onto the basket. I'm not sure WTF this is. I had thoroughly cleaned out the res and tubs after my last grow with bleach and even H2O2 multiple times before refilling. I filled with tap water as usual and let the system run/circulate for several weeks before even trying to stabilize the PH and add nutes (Foliage Pro).
Once the res was stable I put my seedling in and added Hydroguard. I'm not sure how long it's looked like this as this is the first time I've had to ad water, which stirred up the res. My best guess is this is some kind of algae. I grabbed my wet vac and sucked up the large blob and then gave the res a quick stir and sucked up everything that came floating up. I also added 60ml's of H2O2 to the main res and figured I'd just run a sterile system for a month or two to see if I can clear this up. Anyone have this problem before and have any thought's on my approach? I did this on the recommendation of my kid who believes he had this before. Seriously?

You ran your res for several weeks without changing the water or adding more hydro guard?

It seems evident what went wrong... and that you know what went wrong and that you know better. So why are you asking?

Maybe I wasn't clear and I apologize for that. I ran my res for several weeks (with chlorinated tap water) without any plants in it while my seedlings were growing. I don't think adding Hydroguard into water that has nothing in it would be helpful as I believe beneficial bacteria needs to attach itself to something (roots) to be of any help. Secondly, I'm not sure why I should change out the water when theirs no plants in it. In fact I never change out my water in my hydro grows and have never had any issues (until now) My water temps are always kept at 64 degrees with a sufficient amount of air stones running. So yeah, that's why I ask.

Well now you know that what you did was grow some algae blooms...

Now you need to disinfect and start all over...
 
I would sterilise the shit out of it and start over.
If you want to just grow good bacteria until you put the tank to use, go buy an ammonia test kit at the pet shop.
add bleach until you reach 3ppm, keep up this level for 10 days, by this time you should have quite a colony of ammonia-converting bacteria.
 
ANC is dead on...gotta whipe the slate clean on that hydro system. If you can go ANC's route then that'd be great, if not then there is always Hydroguard and Great White, though in my experience Great White is far more superior.
