Why do some plants grow retarded?

as i wrote that line, i can see that in all aspects of life, in any species, there are the rarities that go through life stunted and lacking. still, though, i'm wondering why this seedling grew retarded.

it actually started before the other plant sprouted, but has now pretty much stopped with a few cm long 2nd set of leaves coming in. the stem has stretched crazily, unlike the other plant, even though they've both been under the same lighting.

why is this? should i continue growing it, even though any growth has been halted for many days now? i hate to waste soil and transplant something that will not be "successful" in living to it's true potential.

And still scientists are left wondering why a child is born retarded from two healthy parents. Shit happens, i don't think anyone here is going to be able to tell you why a mutation occured ;)

sometmes youl get runts if your dealing with seeds it happens...
Some strains will grow faster than other or are easier to grow ...even when in the same enviroment...
It could just be bad genetics...

A missing cromozone usually leads to down syndrome......
