I only ever hear people saying grow in a top floor flat but not in the bottom/ground floor flat.

Why is this?

For example .Just about 2 weeks ago a local news station reported that a drunk redneck drove his car into a residential home where they discovered a 100 plant setup in the front room.If it were up or down a floor maybe they could have avoided "the fuzz".You want to minimize the number of peopl walking past your plants even if there is a wall seperating them. Other examples and reasons ,Im sure exist.

Improperly or untreated room exhaust wont be as easily detected if it's released 10' above the ground or more. That is not paranoia.

Growing on the groung floor....

1. Nosey neighbours can look in.
2. odours vented out will travel up into neighbours flats.
3. easily broken into and everything stolen.
4. Lights more noticable even if in tent, you still have to go in and out of tent.
5. Ducting to windows easiy noticed.
6. Noise eaily noticed, fans, a/c etc.

Stealth shoud always be you number 1 priority over everything else. No stealth, no finish grow.

So the negatives is pretty much neighbors seeings or smelling? Neighbors seeings anything is not a problem for me however i don't see how smell can make a big difference if im using a carbon filter and a few tubs of ona gel scattered around my hallway and outside the grow room or am i missing something?

40 plants - 4 x 600 HPS - roughly 3.5x3.5 room size (not sure height but more than enough) - ventilation i will be using the airforce 2 fans 10" + carbon filter + acoustic ducting.
