Will my filter still work even if fan is set at minimum level 1?

As long as there's a little negative pressure (the walls sucking in a little bit from the fan), it should work just fine if the filter is sufficiently sized.
6" Spyder farmer? Yes I noticed the walls sucking in on level 2 no so much on level 1 so does that mean it's not working?

You're going to have smells every time you open the tent...
What's your plan at harvest time?

I harvested a plant yesterday, took it into my 12'x15' smoking room that has 2- 8" exhausts and filters that clean the room air to trim it and my whole house still smells this morning for instance.
Fair play to you I could do with something like that for harvest trim but I'm on about during its growing phase thanks for the advice tho it's going to be quite worrying times during harvest trim : / and even smoking lol

Maybe growing some super loud lol. My strain smells a bit but this setup works for me basically but just a 6” fan. In grow room with holes in door. The door is being replaced though its ugly so maybe crack door open we will see. Atm using a 4” fan it needs a second to catch up to make negative pressure but its working.

About to harvest a plant now. I exaust straight outside. Cant do anything about pressing rosin though that reeks the place up like edibles in a oven.

Almost done and they said its fine only a little smell. My 6” is much better. Going to buy another inline fan anyway for less watts so Il just buy a filter and use old fan with it.

If you've got circulation fans , which I assume you have, you might want to be able to turn them off from outside the tent, so that when you do open the tent there's minimal stink getting swished about.

I don't know, I have a dimmer by percentage that's how I roughly know.
The thing tops out at 680m³/h. For argument's sake let's say each level is 10%.
You would be at 68m³/h, which is low for a 4x4, I'd recomment at least level 2 or 3 in this case.
Question is: hows your humidity after watering?
