Will my germinated seeds grow?

put them into damp paper towl with some distilled water. let them sit in a nice warm dark spot for about 2-3 days depending on what kinda seeds you have after you see a nice long white sprout put them into your mediumm, rockwhool peat moss what ever your growing method is. your plan does work it just takes longer

If it's only putting out 830 lumin then it has got to be a 60 watt incandescent equivalent, meaning it's actually probably about a 14 watt cfl. That's not even enough to grow 1 plant, unless you only want to harvest a gram or two off of it. You will need to get at least one 26 watt cfl per plant (100 watt incandescent equivalent). This will still leave you on the extreme 'low end' of what you will ultimately need. Shoot for 2500-3000 lumin per square foot for a decent yield.
Also, move the light closer. With cfls you should put them about 2 inches above the plants. Obviously, you can't do that to six plants with only one cfl.-P

26w is extremely low, i agree, I also think its not worth the risk and effort to grow a plant that will grow extremely slow and very little bud. 100w veg, 200w flower is the absolute least i would go with.
